An artists statement is usually intended to either analyze the technical aspects of his work and explain its meaning, or to express his personal philosophy of art. Analyzing technique seems rather pointless to me, since all of the compositional elements are right on the canvas in plain view. Also, explaining what I "meant" in a painting implies that I failed in the work itself. After all, I am presumably better at painting than writing! Likewise, in a brief statement it is not possible to discuss a subject as broad as art philosophy in any depth.
However, my philosophy of art does include one important tenet:

"The perception of the viewer is at least as important as the intent of the artist".

The purpose of art is to lend the viewer insight into the truth about both the world around him and his unique existence within that world. If this is so, then the function of an artist must be to give the viewer new perspective and context for those insights. For the artist to "explain" what a piece "means" is to short curcuit the very purpose of art. If the viewer is to gain anything from a relationship with art, he must gain it for himself.
